tl;dr Use a program like Bill's Process Manager or Process Lasso or even Windows Task Manager to enable all cores to solve stutters, hitches, freezes, etc.
For me, all my performance cores were selected but my e-cores were not so I enabled all P and E cores and it fixed the stuttering
